Random biting problem please help!

Hi there my name is Karli and I have a 17 month old Male cockatiel named Baylor. I got him when he was 8 weeks old from his breeder where he was very much loved and snuggled, so it wasn't much of a surprise to me that he wanted the same from me. I loved every second of it, Seeing as he wasn't weaned yet I hand fed him for about another month of and a half it was then we became inseparable. My snuggly little boy would love to be pet and cuddled, and that lasted up until a few months ago around 13 months. He still wants to be out and with me all the time crawls all over me, but when I go to pet him or pick him up he bites and even hisses sometimes. Is this because of sexual maturity? He is the first male I've had I had a female before him so Im new to this whole coming of age thing. Is there a way to stop it? Is he unhappy? Opinions would be great thanks ever so much. -Karli

could it be that he's doing that because he doesn't want to be put back in his cage?
